The Office for Early Childhood Development was established to drive change and create a system that ensures all South Australian children have a strong start in life.
Following the recommendations of the Royal Commission into Early Childhood Education and Care, the Office for Early Childhood Development oversees the early childhood development system in South Australia.
The Office has a crucial role: to unify and connect the early childhood development system across South Australia, aiming to reduce the number of children starting school developmentally vulnerable. A key initiative is the introduction of universal 3-year-old preschool from 2026, providing every child with two years of teacher-led, play-based early learning before school.
Your new role
As the Implementation Officer you will provide expert advice to early childhood education and care services on partnership obligations, including funding, policy conditions, and data requirements. You will translate these into operational plans to support the implementation of universal 3-year-old preschool programs. Additionally, you will manage and monitor partnership arrangements to ensure compliance and effective reporting of outcomes.
You will collaborate with team members and OECD to support policy development and operational planning. Your role includes preparing documents and reports to guide decision-making processes. You will also facilitate productive partnerships through high standards of customer service and regular meetings with stakeholders. Engaging in communication and stakeholder activities, you will manage expectations and support the implementation of early childhood reforms across the region.

What you'll need to succeed
- Strong written/verbal communication skills and proven ability to communicate effectively.
- Demonstrated experience in planning, coordinating, and delivering projects and plans, using effective methodologies and techniques for design, implementation, monitoring and reporting.
- Stakeholder engagement and collaboration with the proven ability to develop and maintain collaborative and productive working relationships with a diverse range of internal and external stakeholders.
- Strong organisational and administrative skills demonstrated through effective planning, prioritising, and managing work to meet deadlines under pressure.
- Demonstrated experience in collecting, validating, and interpreting intelligence and multiple data sources.
- Ability to use initiative and creative thinking to analyse information, evaluate and formulate solutions and provide a culture of continuous improvement.
- Experience in contract management and monitoring, identifying, and reporting on business process issues is desirable
- A valid and current driver’s license is required, and you must be willing to drive
- Candidates must be willing to obtain a DHS Working with Children Clearance as well as undertake RRHAN Responding to Risks of Harm, Abuse and Neglect - Education Care
