The Office for Early Childhood Development was established to drive change and create a system that ensures all South Australian children have a strong start in life. Following the recommendations of the Royal Commission into Early Childhood Education and Care, the Office for Early Childhood Development oversees the early childhood development system in South Australia.
The Office has a crucial role: to unify and connect the early childhood development system across South Australia, aiming to reduce the number of children starting school developmentally vulnerable. A key initiative is the introduction of the universal 3-year-old preschool commencing in 2026, providing every child with two years of teacher-led, play-based early learning before school.
Your new role As an Implementation Partner, Early Childhood, you will lead and support services in developing plans to improve enrolment, attendance, and learning outcomes, and address barriers to participation in preschool. You will build relationships with key stakeholders and OECD to inform decisions and ensure effective resource allocation. Reporting to the Regional Manager, Early Childhood Partnerships, these roles require strong problem-solving, planning, and project management skills.
The Change and Local Partnerships directorate includes a statewide network of 8 Local Teams that guide early childhood reforms, including the roll-out of universal 3-year-old preschool across South Australia. These teams support local service providers, community groups, and government agencies in implementing and embedding these reforms.

What you'll need to succeed - Strong written and verbal communication skills, with the ability to convey complex information clearly to a range of audiences.
- Experience in planning, coordinating, and delivering complex projects using effective methodologies for design, implementation, and reporting.
- Demonstrated ability to collect, analyse, and interpret data from multiple sources to support evidence-based planning and decision-making.
- Proven capacity to manage complex issues in a changing environment, using practical and timely problem-solving approaches.
- Strong stakeholder engagement skills, with the ability to build and maintain productive relationships and support sector capability.
- Ability to work independently, manage competing priorities, and meet deadlines using sound judgment and initiative.
- Knowledge of the early childhood education sector is desirable, including relationships with key stakeholders, early years pedagogy, and data sources such as AEDC.
- A valid and current driver’s license is required, and you must be willing to drive.
- Candidates must be willing to obtain a DHS Working with Children Clearance as well as undertake RRHAN Responding to Risks of Harm, Abuse and Neglect - Education Care.
