This government organisation has an opportunity for a Procurement Lead to join their procurement team. This role is a permanent position and is responsible for leadership and guidance of the procurement team in both operational and project procurement capacities.

Your new role

The Procurement Lead oversees and enhances sustainable procurement initiatives, focusing on crafting policies and processes that ensure value for money while adhering to local government regulations and City policies. This position is also pivotal in fostering collaborations and partnerships and delivering exceptional customer service.

In this pivotal role, you will be responsible for managing procurement and contracting processes while ensuring compliance with legislation and City policies. You’ll also provide specialist advice, foster collaborative relationships with stakeholders, and drive continuous improvement in procurement systems and strategies.
  • Manage the Request for Quotation, Tendering, and Contracting processes to ensure compliance with legislation and policy requirements.
  • Maintain and oversee procurement registers to support effective reporting and analysis.
  • Provide detailed reports and advice to stakeholders to aid decision-making and prioritisation.
  • Deliver expert guidance on contract management, purchasing strategies, and compliance.
  • Collaborate with stakeholders to develop statements of requirements, performance indicators, and benchmarks.
  • Prepare and execute contract documentation and facilitate post-tender debriefings.
  • Monitor and uphold adherence to internal procurement policies, systems, and processes.
  • Support contract owners in evaluating contracts, negotiating variations, and managing price reviews.
  • Lead the overall Purchase Card function, including managing applications and maintaining systems.
  • Monitor Purchase Card compliance and address issues and opportunities as they arise.
  • Review and develop policies, procedures, and practices ensuring efficient service delivery.
  • Collaborate across directorates to deliver effective procurement solutions.
  • Identify opportunities for process improvements and implement organisational goals.
  • Contribute to budget management through accurate reporting and contract oversight.
  • Prepare reports for Management and Council.
  • Fulfil additional duties as directed by your line manager.

What you'll need to succeed

  • Proven experience and specialist knowledge in the management of tenders, quotations, expressions of interest and tender preparation within a local government within a local government environment.

  • Knowledge of the Local Government Act.

  • Must have Western Australian Local Government experience

  • Tertiary qualifications in business, commerce, law, or procurement
